docs: add Supabase Auth SMTP decision memo (#2312)#2343

Research Supabase's built-in mailer ceiling and the existing Resend integration, then write a decision memo recommending GOTRUE_SMTP_* overrides via Resend SMTP. Only password reset depends on the built-in mailer today (signup uses email_confirm=True; invites already go through Resend). DPA copy delta included.
