…) decisions Closes the decision-needed phase on #2311 and #2312. Memos updated in-place with a Decision section at the top; options analyses preserved as historical context. Implementation tickets will be filed separately to track provisioning work (R2 bucket + DPA update; Supabase dashboard SMTP config + DPA update). The original ticket bodies asked for a yes/no on the recommended option; both are now ratified yes: - #2311 → Cloudflare R2 (drop-in S3-compatible, zero egress, single subprocessor row) - #2312 → Resend SMTP (already-contracted subprocessor; eliminates 3-4/hr ceiling)
