Field-test fixes for the themed disk-insert MRU picker and the
underlying dialog primitives.

Fixed

  • fix(widget): ListView empty body when SetRows precedes
    SetRect.     Sticky-tail clamp in SetRows pinned m_topRow to
    rows.size() because VisibleRowCapacity() returned 0 against an
    empty rect, so the paint loop drew zero data rows. SetRect now
    re-clamps m_topRow once the real rect is known.
  • fix(dialog): button border invisible when colors overridden.
    Button::Paint only drew the 1dip auto-border in the
    !m_useOverrides branch, and DialogPrimitive::BuildButtons was
    forcing overrides with colors close to the dialog body. Border now
    paints whenever borderColor != 0, and BuildButtons lets theme
    defaults apply.
  • fix(dialog): & accelerator marker. Button::SetLabel now
    strips the marker and captures the accelerator; DialogPrimitive
    handles WM_SYSCHAR to dispatch Alt+letter to the matching
    button.
  • fix(dialog): draggable title bar on WS_POPUP dialogs.
    DialogPrimitive::OnMouse forwards in-title clicks (outside the
    close box) as WM_NCLBUTTONDOWN HTCAPTION.
  • fix(picker): drive number is 1-indexed. BrowseForDisk now
    passes drive + 1 to PromptInsertDiskMru so the title reads
    "Insert Disk — Drive 1/2" and the mount call gets the right slot.
