Purpose of this PR
The two scripts automatize most of the steps to be taken to prepare and publish a release. Some steps remain to be done manually. The scripts are part of a longer workflow described here https://gitlab.pik-potsdam.de/REMIND/remind-rse/-/wikis/How-to-create-a-REMIND-release
