fix(dev/config): add missing formState handling in some RSC templates

I noticed there were discrepancy between some templates in this repo and https://github.com/remix-run/react-router-templates/. "no js" test case wasn't properly testing formState feature, so I added one, which would actually fail without this PR's change.
