feat(contractor-onboarding) - handle file uploads

This PR adds support for displaying uploaded files in the contractor onboarding review step. File names are now properly extracted and displayed from file input fields.

Also tackles performance degradation by memozing the file input transformation

when there was a file upload like in the UK case when you arrived to the review step, the review step was breaking
