Initial lowmem round. Ports of unmerged upstream PRs: anomalyco#39930 (bounded compacted-history hydration), anomalyco#42150 (O(N) delta accumulation), anomalyco#38939 (PubSub listener leak), anomalyco#41950 (config cache isolation). Local customs: diff-patch caps (100KB/patch, 256KB aggregate, metadata-only summaries). Adds scripts/fork-build.sh and the lowmem versioning scheme. See FORK.md and PORTS.md on the default branch.
