Resource-bounded fork of anomalyco/opencode — full capability, bounded footprint.

This round: consolidated clean history (10 feature commits on top of v1.18.21), dropped npm distribution (releases are GitHub-only), hardened payload eviction (failed-hydration re-arm, plugin getter refetch, orphan-part gating), narrowed the clean-EOF retry to truly-empty attempts, and restored array listener semantics in the anomalyco#38939 port.
