ci: set up npm publishing in GitHub Actions workflow

Create a GitHub Actions workflow to automate the publishing process of the flutter-selenium-bridge package to npmjs. The workflow is triggered by a new version tag push, extracts the version number from the tag, and publishes the package under the rentready organization on npmjs.
