parallel to active-plan — a resolved plan Tier: marker is
authoritative; defaults to full everywhere (legacy plans unchanged);

[Change] dispatcher applies max(security_floor, min(scope_gate, tier_cap)):
quick-plan caps Gate 3 at sentinel-lite and skips the end-of-plan
sentinel; bugfix runs Gate 1 + regression-only sentinel-lite; full
unchanged; the cap only lowers gates and never below the security
floor — scope:sensitive or a security-indicator file keeps Gate 2 +
sentinel-full regardless of tier
[Change] governance-contracts grew 4 tier/clarify/living-spec contracts;
tests/scale-ceremony.bats (11 tests) covers the tier + consistency
surface incl. the File-Map-less graceful skip
