Nothing to migrate and nothing to notice: the log stays on schema 12 and the
application is the one 1.13.1 already was, byte for byte in everything that
runs. This build exists so the Store gets the copy it was owed.

Publishing to the Store no longer ends in a stack trace

The package reached the Store and the commit was posted, but the answer came
back empty and the tool that reads it treats an empty body as broken JSON. What
the log showed was a .NET exception that said nothing about whether the Store
had taken the submission or not — and it may well have taken it.

The publisher moves to a version four releases newer, and when it does report an
error the run now asks the Store what state the submission is actually in and
prints it. A commit that was accepted must not be sent twice, and now there is
something in the log to tell the two apart.
