Nothing to migrate and nothing to notice: the log stays on schema 12 and the
application is the one 1.13.1 already was, byte for byte in everything that
runs. Like 1.13.2 before it, this build exists so that publishing to the Store
reaches its end.

A submission the Store already took is not a release that failed

Publishing sends the package, commits it, and then waits, asking the Store every
half minute how the submission is getting on. The Store answered CommitStarted
— it had taken the package and was working through it — and the client lost the
wait a minute later and called the whole thing an error.

It was not one. Once that answer arrives the submission is the Store's, and
whatever happens to the polling afterwards changes nothing about it. The run now
tells the two apart: a publish that never got that far still stops the release
and says what state the submission is in, and one the Store already took is let
through with a note rather than a failure.
