Added optional APAC Regional Specialist, adversarial prompt-scanning tests and corpus.

Added MCP consultant tooling, and expanded sanitized logging, prompt-boundary wrapping, tool argument policy checks, escalating/LLM-judge inspectors, runtime service scoping, hard-timeout coverage, and network/circuit-breaker protections, run-health extraction, batch-summary, signal, and slow-tail logging messages - most of this not generally user-visible, but helpful for debugging, testing, and for maintaining overall reliability.
