Upgraded to Ruff 0.16.0 and enabled full rule set, fixed resulting lint errors
Added EnvelopeOutcome enum to replace previous KEY_ constants
Archived notification now has a single outcome value for overall delivery result
Archived notifications have separate delivery_exceptions field for transport errors
