If no occupants defined, then occupancy will be explicitly UNDEFINED_OCCUPANTS rather than left ambiguous

Technical

Clean up of code and tests, tightened linting and typing rules
Tidied up some error handling and diagnostics for notification delivery
Image grab task now cleaned up if delivery times out
