refactor(commit-message): rewrite for commits

- Update description to focus on Conventional Commit generation to
  accurately reflect the command's purpose.
- Change persona to Senior Release Engineer to ensure commit messages
  adhere to semantic versioning standards.
- Replace code review logic with specific Conventional Commits v1.0.0
  rules to implement the intended functionality.
- Update output format to raw text to facilitate easier integration
  with CLI workflows and git commands.
- Switch diff target to staged changes using `git diff --cached` to
  align with the standard git commit lifecycle.
