[Deploy-S8] Fix docs/code divergence (deploy.md + cli-deploy-artifacts-missing)

Scope

Fix the docs/code divergence on deployment: docs/site/how-to/deploy.md:252 states "no first-class deploy command yet" while deploy commands are registered; and clear the arch-debt marker cli-deploy-artifacts-missing. Align the how-to with the real netscript deploy <target> <verb> surface once S1's contract lands.

Target / adapter

Docs + CLI (cross-cutting).

Acceptance criteria

• deploy.md rewritten to match the shipped command surface + deploy.targets.* config.
• cli-deploy-artifacts-missing arch-debt entry resolved or re-scoped with a note.
• Docs build + link check green.

Dependencies

Soft-follows S1 (docs must reflect the new contract). Phase 0/beta.
