[Deploy-S14] WATCH: Pulumi #3838 Deno provider (IaC adapter feasibility)

Scope

Watch / tracking only (decision D6): a Pulumi-native IaC multi-cloud adapter, feasibility-gated on Pulumi #3838 (Deno provider). #3838 is OPEN + blocked; its real blocker (gRPC-server-in-Deno, denoland/deno#23714) is unshipped, and the 0.140 milestone is intent, not a ship. Aspire already provides the IaC/publish path (Bicep/Helm/compose), so this is not needed for cloud-agnostic — track only.

Target / adapter

IaC (Pulumi multi-cloud) — tracked, not built.

Acceptance criteria (tracking)

• Watch Pulumi #3838 + npm:@grpc/grpc-js support for server-side denoland/deno#23714.
• Re-evaluate only if #3838 ships and there is demand for a Pulumi-native lane.
