FACTSTR PostgreSQL 0.1.2

This release prepares the PostgreSQL extension package for PGXN publication.

Changes:

• Adds a root Makefile so PGXN can build and test the extension from the archive root.
• Keeps the PostgreSQL extension SQL version at 0.1.0.
• Updates package metadata to 0.1.2.
• Preserves the existing FACTSTR PostgreSQL extension API and regression tests.

Validation:

• Local installcheck passed.
• Official pgxn check passed.
