Bumps `@version` to 0.10.1 and assembles the one pending changelog
fragment into a `## [0.10.1]` section, deleting it in the same commit
per changelog.d/README.md. Both install pins already read `~> 0.10`,
the major/minor form a patch does not move, so neither README.md nor
docs/ops-embedding.md is touched.

A patch: `StatifierUI.Live.ExpressionInput.expression_input/1` reads
the `:debounce` assign the statifier_blocks `expression_component`
seam hands it and writes it as `phx-debounce` onto every control it
draws (sui-6fe). No surface change and no dependency change; the trace
wire format is untouched.

The bullet is verbatim from its fragment under the heading it carried,
in the Added/Changed/Fixed order step A.3 names; the lead paragraph is
the only prose written at release time. No link-reference block, per
step A.4. The section carries the machine's local date.
