The preamble reads "Recommended, pending the operator's flip. The Status
line above stays proposed." Flipping the header falsifies it as a
present-tense sentence, so the record would contradict itself between
line 3 and line 229.

Cured by addition, not by rewording: a dated Note beneath the sentence
records that the flip landed in this pull request and that the sentence
describes the state at the recording pull request. The sentence stands
as written, and this change removes no line at all. Same treatment
predicator-ex gave the identical class of stale sentence in its own
ADR-0017 flip today.

ADR-0016 carries the same sentence at the head of its Decision section
and takes the same treatment when its flip runs.
