Bumps `@version` in `mix.exs` and the compiler's second carrier,
`@compiler_version` in `lib/statifier_blocks/compiler.ex`, to 0.23.0,
and the README install pin to `~> 0.23`. The compiler version moves
because this release changes compiled bytes for one kind of document:
one compiled under `child_use: true` whose root block type declares a
`donedata_type/1`.

Promotes the thirteen `changelog.d/` fragments into a `## [0.23.0]`
section dated with the local date, grouped by heading and in
fragment-name order within each, and deletes them: sb-1c7g, sb-1jcr,
sb-268w, sb-8mki, sb-btvx, sb-c9b6, sb-fp2c, sb-gh8o, sb-k0dy,
sb-nqfd, sb-pm3k, sb-w08l, sb-ym2w. Every bullet is carried over byte
for byte; the lead paragraphs are the only prose written here.

sb-gh8o's fragment opens with an HTML comment recording that it is a
documentation addendum kept under a ruling that overrides the fragment
directory's own rule. That comment is a directive to this prep rather
than a changelog line, so its bullet is promoted and the comment is
not.

A minor: the type expression field type with its inline-shape arm, the
seeded declared path types and the `~> 0.4` datamodel floor, both
compile stages' findings in one refusal, the typed child summary, the
palette entry's `default_config` behind drop-time typing, `config_key`
on a `:type_mismatch` finding, and `Palette.manifest/1`.
