Bumps `@version` in `mix.exs` and the compiler's second carrier,
`@compiler_version` in `lib/statifier_blocks/compiler.ex`, to 0.32.0, and
the README install pin to `~> 0.32.0`. The compiler version moves on every
release because it is stamped into every compilation record, so a stored
compiled chart recompiles under the new stamp.

Promotes the eight `changelog.d/` fragments into a `## [0.32.0]` section
dated with the local date, grouped by heading and in fragment-name order
within each, and deletes them: sb-61jf, sb-ct1l, sb-h0fz, sb-hjcd, sb-pfyz,
sb-rkna, sb-xwyt, sb-ykmv. All eleven bullets are carried over byte for
byte; the lead paragraph and the link reference are the only prose written
here.

A minor, not a patch, because a public function's arity changes:
`StatifierBlocks.Composite.unraisable_outcomes/4` is now
`unraisable_outcomes/5`, taking the block's config between the type ref and
the expansion members, so that a composite block type may implement an
optional `declared_outcomes/1` callback and have its outcomes read from each
instance's own config. Beside that the release carries the campaign's fixes:
the slot findings drawn on a composite declaring no outcomes, their wording,
a `capture` literal that is not valid UTF-8, the pair of refusals a handler
finishing with `done` while it resumes reports, and an editor card that
reflowed when it was selected.

No tag, no publish: both are the operator's.
