- CHANGELOG.md: assembles the 0.1.0 section from the four fragments
- changelog.d/: the four promoted fragments deleted
- README.md: the family badge block, and the not-yet-published line goes

No version bump: mix.exs has been at 0.1.0 since the scaffold and the
README install pin is already the major/minor form, so the prep is the
changelog promotion and the README and nothing else.

The section follows statifier-ui's shape over statifier_blocks' where
the two differ: a heading with no dash before the date, one lead
paragraph written at release time, every bullet verbatim from its
fragment grouped Added then Changed, and no link-reference block. A
first release is Added in substance; the one Changed entry is the
closed type set gaining a member in the same release that introduces
the set.

Cut, not published: the tag, the GitHub release and the Hex publish are
the operator's, and this publish is the one that creates the package.
