Release prep only: the tag, the Hex publish and the GitHub release stay
the operator's. A minor, not a patch: no public surface is added, but an
existing arm changes what it does - a fan-out over an empty items list
completes the invocation instead of failing it.

- mix.exs: @version 0.7.0 -> 0.8.0
- CHANGELOG.md: new [0.8.0] 2026-09-06 section (the local date), the
  sob-as0 fragment's single Changed bullet carried over byte for byte,
  under a lead paragraph naming the behaviour change for upgraders
- changelog.d/sob-as0.md: deleted, promoted into the section above; the
  other three 033 beads here were docs- or test-only and filed none
- README.md: install pin `~> 0.7` -> `~> 0.8`, since `~> 0.7` no longer
  admits the version being released
