A tag-release CI job (.github/workflows/ci.yml) that auto-tags and
publishes a GitHub Release whenever pyproject.toml's version is
bumped on main and the four gates pass — release notes are pulled
verbatim from this file's matching ## X.Y.Z - YYYY-MM-DD section.
Idempotent (skips if that version's tag already exists), so it's safe
to run on every push regardless of whether that push touched the
version. Replaces manual tagging going forward.
