This PR adds CI files from an experimental branch that has been iterated on. Using these files I was able to generate toolchain that works for both mac and linux. I've updated the artifacts actions to use v4 as v3 will be deprecated very soon. rzup's build toolchain command is broken so I've left the cargo risczero build-toolchain command as a part of the CI files.
