bottleneck: add build-bottleneck.yml for riscv64 wheels - #676

Mirrors upstream's ci.yml wheel job, narrowed to riscv64 manylinux. musllinux is dropped: numpy is both a build and a runtime requirement and we publish no musllinux_riscv64 numpy wheel. The wheel compiles code taken from NumPy and ships a SciPy-derived module, but upstream's wheels carry only bottleneck's own LICENSE. The build copies LICENSES/NUMPY_LICENSE and LICENSES/SCIPY_LICENSE to the project root, where setuptools' default licence glob puts them in dist-info/licenses/.
