Mirrors upstream's OpenAstronomy-based wheel job. setup.py hardcodes the built wheel to cp39-abi3 regardless of build interpreter, but numpy (a build and runtime requirement) has no riscv64 wheel below cp311 on our registry, so cp311 is the build floor; cibuildwheel reuses+retests the same wheel on cp312-cp314.
setuptools/wheel places the license file at dist-info/licenses/LICENSE.rst rather than directly under dist-info/, which the wheel-content check's exact suffix match didn't account for.
