I changed the UX here to allow for more options and for descriptions of them. In the future there could also be a section previewing which jobs will be retried. Lmk if it looks ok! This is ready to ship if so. Also, I took the screenshots before I adjusted mobile to keep the modal centered vertically to avoid action buttons under the iOS browser chrome.

This adds a workflow retry feature to the UI. It depends on unreleased riverpro code and shouldn't be merged until that's shipped.
