docs: produce engram-parser role in boundary matrix (LIM-9) + publish prep

Context

engram-parser is the GGUF/MoE weight extractor. Pure-Rust, zero-dep deserializer.

Goal

Document boundaries and prepare for publish after license.

Acceptance criteria

• Boundary note in README (Scope/Boundaries section)
• Link to LIM-9
• License migration (sibling issue chore(license): Switch from GPL-3.0-or-later to dual MIT/Apache-2.0 #3) unblocks publish — completed in PR ci, license, docs: resolve issues #2, #3, #4 #6
• Development commands and ecosystem table in README
• CI badge in README
• crates.io publish for 0.1.0 (follow-up after PR ci, license, docs: resolve issues #2, #3, #4 #6 merge)

Implementation notes

Implemented in PR #6 (issues/#2,#3,#4, commit 71d993d):

• README expanded with scope/boundaries, LIM-9 link, ecosystem table, dev commands
• Dual-license + CHANGELOG in place for publish prep
