Fix stale session cleanup to prevent sync hangs

  • Add timeout (5s) when closing stale sync sessions to prevent blocking
  • Close stale sessions in syncPeer() before starting new sync
  • Close stale sessions with timeout in startSyncSession() and handleIncomingSyncSession()

This fixes an issue where sessions stuck in 'exchanging_versions' state would prevent new syncs from completing.
