1.0.10.0: Improve suspend/resume and runtime shutdown

Add proper suspend/resume handling and runtime lifecycle management. App::OnSuspending now uses a deferral, saves state and calls DirectXPage::ShutdownRuntime; OnResuming calls ResumeRuntime. DirectXPage: introduce ShutdownRuntime and ResumeRuntime, detach device resources, stop the emulator, clear state, and guard UI callbacks with Platform::WeakReference to avoid capturing this. Limit retained error entries. Normalize graphics API to D3D11 (remove D3D12 option) and update related UI text. Cemu_UWP_HostMain: add ReplaceD3D11Surface, harden Stop() to clear callbacks and reset ready state. Bump Package.appxmanifest version to 1.0.10.0.
