feat(api,contracts,web): metrics and usage for every container

The sampler already measured every container, but Metrics only let you pick
a repository and Usage grouped by the project the sampler could only resolve
for repositories, so databases, stacks and workspaces never showed up in
either. Containers now carry their project, set by every creator and
backfilled once at boot from the repository, database, codespace or stack
that owns them (samples included). Metrics lists every owned container with
its application and stack service, and reads samples by container.
