Record the 0.1.2 version revert and release prep in DEVLOG and STATE
DEVLOG carries the full literal-version audit (16 '1.0.0' hits accounted
for, every '0.1.2' hit outside the lock is the IP literal 10.1.2.3), the
seven-member lock regeneration, the `--version` sanity check, and the full
macOS gate: fmt clean, clippy clean native and x86_64-unknown-linux-gnu
cross-target, 1854 passed / 0 failed / 2 ignored across 45 suites,
release_smoke_test.py 5/5, check-docs OK. Cross-RUNNING on Linux and
Windows not done and not claimed.
STATE's NOW is the 0.1.2 release-prep state, with G2 called out as unproven
for this head because the prep commits are unpushed. Also corrects one
stale line while pruning back under the 200-line cap: 9c193968 replaced the
per-leg release attach with the atomic publish-release job but only touched
DEVLOG, leaving STATE describing the superseded design.
