Added offset for tasks, e.g. every 60 min, but running at the 30 min mark (i.e. 16:30, 17:30, etc) instead of always being at the top of the interval (i.e. 16:00, 17:00, etc)

Retracted 1.1.0 as it had a bug in calculating the offset start time sometimes.
