Adds fund + bridge — the inbound USDC on-ramp (CCTP), CLI-only key-gated actions. Both intents verified funded-GREEN on-chain (Hadrian): --intent wrapper (wUSDC) and --intent gas (native Rome gas). Grounding (facts/cookbook/call) + deploy/send unchanged.
