🛡️ In-Kernel & Process Group Velocity Governor (GovernorAdapter)

  • Protects development environments against runaway AI agent loops (fork bombs, deletion storms, runaway scripts).
  • Actively samples process task hierarchies in isolated process groups (PGID).
  • If task velocity breaches threshold (max_forks) or runtime limit (timeout_ms), immediately executes in-kernel SIGSTOP freeze followed by clean termination (SIGKILL).
  • Automatically transitions transaction state to ABORT and neutralizes all staged mutations.
  • CLI subcommand: agent-2pc stage-governed --tid <tid> --command <cmd> --max-forks 30 --timeout-ms 10000.

🧪 Verification & Health

  • 18/18 Tests Passing in 1.85s.
  • GitHub Actions CI passing green.
