chore(release): v0.2.0 — tag-driven versioning, EXE metadata, UPX compression

- Build/versioning:
  - Use git tag as APP_VERSION in CI; fallback to Cargo version locally
  - build.rs: set FileVersion/ProductVersion, ProductName, FileDescription, InternalName,
    OriginalFilename, CompanyName (authors), LegalCopyright (license),
    and Comments (“Built from version …”)
  - Binary title shows `v{version}` at idle and during hashing

- CI:
  - .github/workflows/release.yml: install UPX via Chocolatey, compress exe, upload artifact
  - Pass APP_VERSION=${{ github.ref_name }} to the build

- Scripts/docs:
  - Add build-icon.cmd (builds with icon; compresses with UPX if available)
  - README: UPX install via Chocolatey/Scoop; icon loading order; script usage
  - Add AI_PROMPT.md (structured project prompt)
  - CHANGELOG: add 0.2.0 entry
  - Cargo.toml: bump version to 0.2.0; add description/license/authors
