• Improved: GPU activity telemetry now uses amdgpu_fence_count_emitted
  (32 samples) instead of GRBM_STATUS polling — GRBM_STATUS reads all-ones
  on Cyan Skillfish, so gpu_busy_percent was unreliable. Fence count is the
  same signal that backs fdinfo drm-engine-gfx accounting.
• New: cs_metrics_cache_ms module parameter (25 ms default) for bulk SMU
  metrics refresh caching, matching MastaG's implementation.
• Changed: Cache defaults (cs_gfxclk_cache_ms, cs_activity_cache_ms)
  reduced from 100 ms to 25 ms for more responsive telemetry.
• Changed: Telemetry and tunable-cache patches consolidated into a single
  patch file (bc250-cyan-skillfish-telemetry-cache.patch) — simplifies the
  build and ensures correct patch ordering.
• Internal: Mesa FSR4 V3 patch (0005) updated with upstream commit header;
  no code changes, no Mesa rebuild required.
