Fixed

• Emails sent from other plugins' cron events are queued (#34). They bypassed the queue, and in Block mode they went out; the interceptor now skips only while the plugin's own worker is draining.
• The worker is exception-safe (#34). The draining flag and the cron lock are released in a finally, so a fatal mid-batch no longer silences later intercepts.
