Fix false managed-runtime configuration drift with Docker Compose service env_file values. Retained-container configuration is resolved in memory and hashed without a second interpolation pass. Existing exact ownership, membership and drift guards remain enforced.

Includes regression coverage for bounded rendering, render failures and exact hash comparisons. CI and independent source reviews passed. See upgrade-prompts/0.0.54.md for adaptation guidance.
