Revert "Use personal access token for release"

This reverts commit 1da0b01eadec4313cdc3b487b9835ecba5a3abc0.

It may have been enough to give the actions write access to the repo
in the settings menu on the website.  Because of course we need to
have these specified in two completely different places.
