Prettier plugins configured through
define.fmtwere previously rejected byrs fmt.This PR resolves package names, paths, and URLs from the project root after per-file overrides are applied, then passes normalized module URLs through parser inference and both serial and parallel formatting. Imported plugin objects remain intentionally unsupported because they cannot cross worker boundaries.
