This PR makes
rs setupinstall generated hooks at the Git repository root while running hooks from the project that owns them. It prevents nested projects or existing hook managers from being silently replaced, and makes--hooks-dirrepository-relative. This intentionally changes the previous nested-project behavior to make the safe behavior the default.
