docs: document rs setup Git hooks

This PR documents the supported rs setup Git hook workflow, including installation, hook files, runtime controls, custom directories, monorepos, removal, and troubleshooting.

It also adds the command to the CLI navigation and Quick Start, and removes the README TODO marker.
