[Feature Request]: Bing Search API Retirement: Add support for new Grounding with Bing Search

Feature Description

The Bing Search API will be retired on the 11th of August 2025, which will make the BingSearchToolSpec integration deprecated. Instead, Microsoft recommands using the new Grounding with Bing Search with their Azure AI Agents. We should make sure that this feature is supported by Llama-Index as a replacement of BingSearchToolSpec.

After digging on this issue, here is a quick summary of concerns with migrating from BingSearchToolSpec to Azure Grounding with Bing Search:

1. Configuration complexity
   The old Bing API only required a subscription key. The Azure replacement requires a Foundry project endpoint, model deployment, Bing grounding connection, and Azure identity-based authentication. This is significantly more setup compared to a simple api_key parameter and may affect usability in a lightweight tool context.

2. No raw search results access – Grounding with Bing Search does not return structured raw results (e.g., image/video content URLs or full search payloads). Instead, it returns model-generated output with URL citations. This makes it difficult to provide a drop-in replacement for bing_news_search, bing_image_search, and bing_video_search, especially for media-specific use cases.
