docs: Add Windows (WSL2) setup instructions for Flash#623

Create new documentation page with step-by-step instructions for Windows users to install and configure WSL2 with Ubuntu to run Flash. Update existing platform availability notes in quickstart and overview to link to the new WSL2 guide.
Reorganize Flash navigation to place windows-wsl2.mdx under a Quickstart group alongside the main quickstart page for better discoverability.

Created this Windows WSL2 setup page based on Greg's Slack request to document Flash on WSL2. Greg confirmed "flash all works fine in Windows WSL. No problem."
