Tracking Issue for `profile_sample_use`

This is a tracking issue for the -Zprofile_sample_use compiler flag.

About tracking issues

Tracking issues are used to record the overall progress of implementation.
They are also used as hubs connecting to other relevant issues, e.g., bugs or open design questions.
A tracking issue is however not meant for large scale discussion, questions, or bug reports about a feature.
Instead, open a dedicated issue for the specific matter and add the relevant feature gate label.

Steps

• Implement the RFC: Enable AutoFDO. #87918
• Adjust documentation (see instructions on rustc-dev-guide)
  • Unstable docs: Unstable book page and corresponding PR (the same as "RFC" above since feature itself and unstable docs were added in the same PR.
• Style updates for any new syntax (nightly-style-procedure)
  • N/A since it's a compiler flag without any syntax change
• Stabilization PR (see instructions on rustc-dev-guide)

Unresolved Questions

• list all the "unresolved questions" found in the RFC to ensure they are
  not forgotten.
  • Need to be clarified
