move rustpkg to its own repository

Rustpkg should be in a separate repository. This would encourage separation of issues and feature requests and make pull requests a lot easier to sort out. It'd also make hacking on rustpkg itself a lot easier -- rather than rebuilding all of rust, you could just rebuild cargo.

And this way rustpkg could (conceivably, someday) update itself.

I think someday this may be desirable. It will take a fair amount of infrastructural work that I don't think anybody is motivated to do right now.

Removing RFC tag. This is a longer-term enhancement request. It's just as likely IMO that we fold cargo into rustc, since the metadata is held in-crate.

Wouldn't it be very easy to create a new git repro from src/librustpkg and use it as a submodule in rust?

I think it's important that rustpkg stays integrated in Rust. For example make check should still check if something breaks in rustpkg.
